Investigations and consideration on contamination inspection and decontamination criteria at a nuclear emergency

When radionuclides are released into the atmospheric environment at a nuclear emergency, protective measures such as evacuation and temporal relocation are carried out using motor vehicles such as private cars and buses to reduce radiation exposure to residents. To confirm conditions of contamination for the evacuated/relocated residents and the used motor vehicles, contamination inspection is conducted in the middle of the route from border areas of Nuclear Emergency Planning Zone to evacuation shelters. In the present inspection in Japan, a value of OIL4 = 40,000 cpm is used as decontamination criteria. For the details and derivation methods of the value, however, no official documents are found which give systematically detailed descriptions and explanation. It is also recognized that even few experts on nuclear emergencies can explain these subjects in detail as a whole. In order to explain scientifically and technically the OIL4 value of decontamination criteria used in contamination inspection in Japan, this report aims at investigating and estimating the deviation methods of OIL4, and examining and considering these results. To achieve the objectives, we show the bases for decontamination criteria, and investigate and estimate the derivation methods for limits of a surface contamination density corresponding to the generic criteria for each exposure pathway. Moreover, we give the OIL4 value some consideration and suggestions from a viewpoint of positioning and feature of OIL4 in Japan, and cautionary points at revising the value.

Investigations and consideration on conditions of contamination and measures of decontamination for motor vehicles at a nuclear emergency

When radionuclides are released into the atmospheric environment at a nuclear emergency, protective measures such as evacuation and temporal relocation are carried out using motor vehicles such as private cars and buses to reduce radiation exposure to residents. To confirm conditions of contamination for the evacuated or relocated residents, contamination inspection is conducted, in which it is important not to spoil its rapidity. In the present inspection, wipers and tires are designated to first measuring parts, and they are basically inspected by persons using GM survey meters. Utilization of portable radiation portal monitors is also being considered for rapid and efficient inspection of motor vehicles. In order to contribute to rapid and efficient operation of contamination inspection, this report investigated conditions of contamination and measures of decontaminations for motor vehicles at a nuclear emergency. Although available documents and information were quite few, results of the investigations described in the related documents were extracted and rearranged according to the objectives of this report. Furthermore, these results were considered from a viewpoint of rapid and efficient operation of contamination inspection.

We investigated the distribution mechanism of Eu(III) in a single polymer-coated silica particle including nitrilotriacetamide (NTA) extractants known as HONTA and TOD2EHNTA. Study on borehole sealing corresponding to hydrogeological structures by groundwater flow analysis

In the intermediate depth disposal of relatively high-level radioactive waste, a method to confirm whether the borehole for monitoring is properly sealed should be developed in advance. In this study, groundwater flow analyses were performed for the hydrogeological structures with backfilled boreholes, assuming sedimentary rock area, to understand what backfill design conditions could prevent significant water pathways in the borehole, and to identify the confirmation points of borehole sealing. The results indicated the conditions to prevent water pathways in the borehole and BDZ (Borehole Disturbed Zone), such as designing the permeability of bentonite material less than or equal to that of the host rock, and grouting BDZ.

Development of analytical approach of source term for accident of evaporation to dryness by boiling of reprocessed high level liquid waste

An accident of evaporation to dryness by boiling of high-level radioactive liquid waste (HLLW) is postulated as one of the severe accidents caused by the loss of cooling function at a fuel reprocessing plant. In this case, volatile radioactive materials, such as ruthenium (Ru) are released from the tanks with water and nitric-acid mixed vapor into the atmosphere. Accurate quantitative estimation of released Ru is one of the important issues for risk assessment of those facilities. To resolve this issue, an analytical approach has been developed using computer simulation programs to assess the radioactive source term from those facilities. The proposed approach consists analyses with three computer programs. At first, the simulation of boiling behavior in the HLLW tank is conducted with SHAWED code. Next step, the thermal-hydraulic behavior in the facility building is simulated with MELCOR code based on the results at the first step simulation such as flowed out mixed steam flow rate, temperature and volatilized Ru from the tank. The final analysis step is carried out for estimating amount of released radioactive materials with SCHERN computer code which simulates chemical behaviors of nitric acid, nitrogen oxide and Ru based on the condition also simulated MELCOR. Series of sample simulations of the accident at a hypothetical typical facility are presented with the data transfer between those codes in this report.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2021. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2020, this report summarizes the research results of the "Research and development of the sample-return technique for fuel debris using the unmanned underwater vehicle" conducted in FY2021. The present study aims to develop a fuel debris sampling device that comprises a neutron detector with radiation resistance and enhanced neutron detection efficiency, an end-effector with powerful cutting and collection capabilities, and a manipulator under the Japan-UK joint research team. The present study aims to understand migration behaviors of radionuclides in relation to the properties of concrete altered by leaching, to develop a model to predict concentration profiles, and to analyze waste management scenarios, with a focus on underground concrete structures in contact with contaminated water. In the thick marine sediments, groundwater altered from seawater during the burial diagenesis may exist. Such altered ancient seawater will be called fossil seawater. In such a field, groundwater flow is considered extremely slow because it is not affected by the seepage of meteoric water even after the uplift. During diagenesis, dehydration from silicates causes changes such as a decrease in the salinity of the porewater. However, dehydration reactions alone cannot quantitatively explain water chemistry changes. In this study, we developed an analytical model that considers the dehydration reaction from silicates during the burial process and the upward migration of porewater due to compaction and examined the possible evolution of porewater chemistry. The results showed that the water chemistry, which was strongly influenced by the dehydration reaction from opal-A to quartz and from smectite, was similar to the observations from boring surveys. The results suggest that the fossil seawater formed during the diagenesis may have been preserved since the uplift and strongly supports the slow groundwater flow in the area where the fossil seawater exists.
